Shishkov Michael Konstantinovich (1954) was born and has grown in a countryside in Kuibyshev (nowadays Samara) regions of Russia. After finishig school - study at Kuibyshev planned institute, nowadays the Samara State Economic University (SSEU), on a speciality "National economy planning".

Study at institute was combined with work. It was necessary though to earn still the schoolboy, the work record card begins with a stamp "Before receipt on Autovases of the seniority had no" and records: "The worker of shop of aluminium moulding(temporarily)". This was practice in Tolyatti: obligatory in the first change - in a planning section, voluntary in the second - in shop. During predegree practice there were second employment records: work in a planning section Altay of managment in Barnaul.

As well as at school, at institute was among a Komsomol active and became a member of the CPSU, for as has been directed for work to Altay territory. Since 1975 worked there in Talmensky district executive committee: the chairman of a planning commission (district plan) and managing financial department. At this time was the deputy of regional council and a member of district executive committee.

Since 1984 lives in Kuibyshev (nowadays Samara). Worked as the vice-president - the chief of department of territorial planning of a planning commission of the Executive Committee of the City Soviet of People's Deputies (горплана), the chief of department of support of new economic structures of the Samara antimonopoly management, a deputy head of the Samara urban service of employment. Per 1990-1993 was the deputy of the Kuibyshev (Samara) City Council, the co-ordinator of deputy group and a member of small council of the City Council.
